social? welfare system

Isn't calling welfare social services/security an oxymoron? When was the last time you seen someone purchasing movie tickets, dinner out or going bowling with an Benefit (food Stamp ) card ? Has anyone legally used paper food stamps to purchase these items. Heck if you can't buy booze/cigarettes with them, why can't you use them for social benefits. I think that welfare in it's current state should survival benefits not social services/security when you can't use them to go out. Another thing I have never filled something out for to put in a database of some computer matching service that connect me to available s that are in the same boat as I in but might have something I don't have with something I can bring. I AM NOT DISSING THE WELFARE SYSTEM, I AM JUST SAYING TO COMPLETELY CLEAR LANGUAGE-WISE IT SHOULD EITHER CHANGED TO FIT IT'S NAME OR IT'S NAME SHOULD BE CHANGED TO REFLECT THE SYSTEM'S MISSION.
